As we all know, the significance of a published academic paper is usually reflected in: the priority attribute of achievements; Scientific community sharing achievements; The needs of peers, units and individuals for scientific evaluation. At present, there does not seem to be much controversy among the public (including leaders at all levels and scientific and technological personnel) about whether scientific researchers engaged in basic research should publish academic papers, but there is a certain controversy about whether application technicians should publish academic papers publicly (in fact, many industrial technicians publish papers mainly for the purpose of promoting professional titles). We have occasionally seen such propaganda in the media: the scientific and technological personnel of agricultural scientific research departments should write their papers on the "land of harvest", and the scientific and technological personnel of industrial departments should write their papers on the high-quality products of their respective production posts. These plausible propaganda is to separate the publication of academic papers from the development of science and technology, I don't think there seems to be any connection between the two.

In 2000, after attending an international academic conference in the United States, I visited Houston and was a guest at the home of a student who graduated in the early 1980s. The student works for an international oil service organization in Houston, which is a typical technical service enterprise. He invited me to dinner and chat at home. I mainly focused on the characteristics of their company in science and technology management and the wages and benefits of employees. During the conversation, he inadvertently told me that his company awarded $2000 to technicians for publishing an academic paper in an international open magazine. He did not give a specific explanation for this measure. However, after listening, I thought to myself, as a typical international technical service company, what does the reward for employees to publish papers mean? Is this a kind of "welfare"? What is the significance of such incentives for the development of the company? I try to make a reasonable explanation for this incentive measure. We generally believe that the output process of a published academic paper generally has three steps (illegal papers, such as fabricating data and plagiarizing others' achievements, naturally do not belong to this column): 1. Put forward ideas (i.e. topic selection) based on the data you have and the full analysis of previous similar achievements; 2. Using experimental data or mathematical calculation model to realize the idea and obtain the corresponding results; 3. By comparing with the previous results, the significance of the results is expounded. It can be seen that to produce a formal academic paper, the author needs to track the research results of peers in time, analyze and evaluate the level of peer achievements (find deficiencies), and put forward some new ideas. Regardless of how much the achievements of an academic paper contribute to the development of the company itself, I think this paper output process should be very helpful to improve the scientific and technological ability and quality of the company's technicians. Is it not helpful for the company's scientific and technological development that scientific and technological personnel improve their intelligence through the process of writing and publishing academic papers? Isn't it better than the general technical training in some of our industrial sectors (with the exception of specialized skill training)? In addition, once the paper is published, the unit signed by the author is the company, which is naturally very helpful to improve the popularity of the company. I jokingly say that the reward of $2000 is equivalent to advertising expenses. Therefore, the far-reaching significance of the company's paper incentives is self-evident.
