Professor Russo, a Belgian scientometrician and former president of the international society for scientometrics and information Metrology (ISSI), published an article in the colnet Journal of scientometrics and information management magazine published in June 2021, naucometriya, nalimov and mul'chenko (scientometrics, narimov and murchenko). This is the second part.

In the first chapter, the two authors further elucidate the understanding in the "Introduction". They said that since science is a process, we can use the methods used by biology, chemistry, physics and other disciplines to study the process to conduct quantitative research on science. Science is indeed a process: its task is to obtain new information. The process is collective because it is based on previous ideas. In this regard, science is a self-organizing system that pursues its information flow. It is affected by external conditions, such as funds, institutions and organizations, and may have confidentiality provisions. However, these external restrictions cannot force science to develop in an unnatural direction. They defined scientometrics as an information process using quantitative methods in order to explore science itself.

Since they emphasize that science is an information process, they are naturally very interested in the growth of the number of scientific publications, because publications are the main carrier of information. Obviously, they followed price's path in this regard.

Another of their concerns is the language of the publication. This is not the difference between Russian and English, but the increasing use of jargon caused by continuous specialization. Terminology is a kind of coding, which makes communication within the specialty easier, but makes knowledge exchange (even with adjacent disciplines) more difficult.

Then, Rousseau traced the origin of science of science and its relationship with narimov's works mainly based on two articles by Polish scholars.

According to the Polish scholar skalska Zlat, as early as 1923, the editors in chief of nauka Polska (Polish Science) magazine pointed out that the journal had published articles on the knowledge of science itself. Two years later, Florian Znaniecki published a long article entitled "themes and tasks of knowledge science". This is the first attempt to lay a theoretical foundation for science of science.

In addition to Florian Znaniecki, Maria ossowska and Stanislaw ossowski are also scholars who made important contributions to the early development of science of science. In fact, they first used the word "science of science" (nauka o nauce in Polish) in an article. They argued that science of science should become an independent scientific discipline. In 1963, in jab, not far from Warsaw ł Onna held the "International Symposium on general issues in the history of science and technology", with participants including price of the United States and dobrov of the Soviet Union. From 1966 to 1969, polish and Soviet scholars held many scientific seminars. Narimov is a frequent visitor to these meetings. Judging from the contents of the meeting, narimov understood price's research. Bernard and Mackay of Britain attended the International Conference on the history of Science held in Warsaw in 1965. They believed that Maria and Stanislaw Ostrowski were the originators of the word "science of science". All these show how important Polish scholars played in the early development of scientometrics. However, foreign scientists knew little about Poland's scientific activities before World War II, especially during the 1940s and 1950s, partly because the poles themselves were to blame, because their scientific research before World War II was not guided by Marxism, so the Polish Communist Party has opposed science since 1945.
