University de administration is regarded as the panacea of university management in many papers. Many scholars believe that because of the existence of administration, there are various related disadvantages in universities. For example, administration will hinder the independence of the University as an academic organization and educational institution, and make the university become a subordinate department of the government.
 
We now raise two related questions:
 
1) Does China's universities have their own administrative characteristics and violate the law of university development?
 
2) Must University de administration be the best solution?
 
This involves the relationship between government and University, as well as the origin and development trend of university administration.
 
Let's start with the first question. In Europe, with the development of urbanization, the initial establishment of universities has strong characteristics of independence and autonomy. Universities are not the core of society, so they are not under the jurisdiction of the government. The biggest transformation of university took place in the establishment of Berlin University in Germany. The pessimism of the defeat of Prussia and the need of national rejuvenation put a new aura and mission on the development of German universities. The main characteristics of research universities are to create knowledge through scientific research, improve teaching level and serve the society. Under the insistence of Humboldt and other communication educators, the government's direct management of universities is weak, and the characteristics of university autonomy are very strong. I think there are several reasons for this.
 
First of all, the establishment of Berlin University is at the turning point of traditional university and Research University, and the autonomy system of traditional university still has inertia. Secondly, the research-oriented university has just been established, and it has not yet fully radiated the light of the future. The innovation knowledge system has just been built, the government funds and other resources of the university are limited, the size of the university is appropriate, and the structure of the university is relatively simple. Therefore, it can work well without the direct participation of the government.
 
After the founding of new China in 1949, like Berlin University, China's modern university has a strong sense of historical mission, which is to serve the construction of new China in an all-round way, train talents as soon as possible, and make the Chinese nation stand in the forest of the world.
 
Is this mission out of date now? Obviously not. Trade friction between China and the United States, all-round Western pressure on China, and the hard struggle of the rise of the Chinese nation are intertwined, which makes China put forward higher requirements and demands for universities in terms of ideology, national unity consciousness, systematic promotion of science and Technology City, stable social and economic development, and the demand for a large number of talents.
 
It can be said that the university has its inherent characteristics and development needs. However, in the face of the above historical mission, universities must obey the development stage and environment of the whole society, with the highest goal of promoting national development and enhancing the overall strength of the country.
 
Through the above analysis, we can make a new hypothesis. Since the establishment of Berlin University, if the government does not intervene in university management, will the university take the initiative to seek part of government intervention?
 
I think the answer is obvious. If universities want to become the middle power of society, obtain government resources, expand their living space and enhance social influence, they must reach some agreements with the government. On the scale of several decades to a hundred years, the government should step in. In other words, it is similar to the process of mutual domestication. A completely independent system can not survive alone in the evolution of the environment.
 
The liberal arts and science schools in the United States are a good example. The early liberal arts colleges were similar to a closed system. However, today's Colleges of Arts and Sciences in the United States have begun to unite with universities, and some colleges of Arts and sciences have also started to offer some practical courses and projects, and even started postgraduate training. According to this trend, in the future, there will be a certain kind of University College of Arts and Sciences complex, which will develop strengths to complement weaknesses and influence each other. It's just that I can't predict how long this will last.
 
Therefore, in a long evolution system, it can be clearly found that the former relatively independent universities and the government will gradually integrate to achieve the result of entropy increase. This is not based on the individual will, but in different countries, as well as the influence of additional factors such as historical environment, the degree of integration between universities and the government will be different. For example, the formation history of American universities is different from that of China. Most private universities have raised enough development funds through foundations and other forms, and they are less dependent on government investment. However, a considerable number of private universities feel that the funding is tight, and the in-depth combination with government resources is imminent.
 
To sum up, the establishment of universities in China has been deeply participated by the government from the very beginning. On the one hand, it does not contradict the historical development trend. On the other hand, there are indeed historical needs, and corresponding goals and effects have been achieved. In the future, we will continue to undertake such historical tasks.
 
We can also understand it from another way of thinking. China's economy has found a balance between the planned economy and the market economy. Extreme thinking will certainly have disadvantages, and a balanced thinking will help to absorb the advantages of the two endpoints. This is also the reason why China's economy looks unique in the global economy, but it is also in line with the law of economic development.
 
University governance structure is similar to this idea. When our economy began to be strong, the government began to consider its particularity and its own development mode. Compared with the balance point of planned economy and market economy, universities also began to seek the balance point of government management and university governance, giving universities more autonomy and flexibility, which has been reflected in many new universities.
 
The development mode of Chinese universities is closely linked with the economic development mode of the Communist Party of China!
 
Therefore, the development of Chinese universities is now in the stage of gradual weakening of administration, but it is estimated that it will never come before it reaches the stage of de administration, because the complete de administration will reach the other extreme, which does not match the historical development and belongs to wishful thinking.
 
This is the second question we need to think about. What does it mean for the current big Mac universities to really de administrate comprehensively?
 
In the early stage of research university development, science has just started, and the scientific system has not been fully established. At this time, the University developed independently, and the gold of knowledge could be found in all fields. In today's scientific system, this historical background has passed away, and science has come to the stage of overcoming difficulties and gnawing bones. Scientists are worried about how to embrace the trunk of science like Newton and Einstein, instead of nibbling on leaves like silkworms. The independent development of science and the systematic development of science must be combined into one. In this case, the amount of personnel and funds needed by the university has increased greatly. When science can not make great strides forward, it is a flexible move for universities to increase the social service function and solve the social needs, and it is also an important responsibility and goal for a long time in the future.
 
Therefore, the university must cooperate with the government and the society to maintain its solid social status. The de administration of universities is not in line with this historical development. Keeping the administrative structure and thinking properly is the adhesive between the University and the government, or the way of communication between the two systems.
 
There is much room for discussion on the specific cooperation mode between universities and the government. For example, government officials enter the University Council, through the top-level design, break through the thinking barriers between the government and the University, and make the large-scale resource injection and management consistent. In terms of administrative personnel, the managers of the government and the specific departments of the university can communicate with each other to form a full understanding of management, rather than sweeping the snow in front of each door and not knowing each other. In the specific management content of the University, maintaining the independence of the University and so on.
 
In short, any two systems need to exchange visits and information, that is, long live understanding.
 
The universities established in China are different from western universities in terms of historical background, historical mission and cultural constraints. Although they are all called universities, their respective characteristics are also very clear. China's governance model has shown its superiority in today's globalization. In our own education system, we should also fully realize that China's education model is walking on a broad road and has its own distinctive characteristics. It has established its own unique model for the global higher education system and enriched the connotation of the education system.
 
Looking at problems in both directions is an important way for us to keep our heads clear and build up our self-confidence. Don't always want to compare and imitate the western education system. I believe that with the further enhancement of China's economy and national strength, China's education system will gradually change the world's education map.
